The statistics above shows the crime index for Malaysia in the of  2003/12.It shows that the crime index has decreased but still in a serious condition. It is believed that the crime rate are getting serious and the crime rate is more active compared to the year before.

As the Ministry of Finance,I have a few proposal that can be done to the National Security Level in the  Budget 2013 and financial contributions from the government. This is to reduce the crime rate in the country.

Here are the suggestions that can be applied to the proposal of  Budget 2013.CCTV can be fixed in each street so there is camera surveillance in the area all the time. The usage of CCTV does really reduces the crime rate in the country as Putrajaya,a well known place in Malaysia has each street on it with CCTV and the crime rate in that place is less compared to other places around Malaysia.

Else than that, streetlights plays a main role in keeping a place safe.Crime always takes place in a dark area so that the victims don't recognise the face of the criminals. Also,I suggest that the neighbourhood people should get together and nominate their own leader. The leader should arrange a meeting once per week at the nearest police station so that the neighbourhood is aware of the crime that happens.

Furthermore, these are the financial contributors that was allocated by government for safety.Around Rm20 million was spent for 10000 motorcycles to patrol around Malaysia, each one in an area. Then, about Rm70 million for 20000 Police Volunteer Reserve.Around 4025 resident association has registered and there are still remaining resident association that is needed to be registered,so this costs Rm40 million.

The ESCO members should meet up with public 6 months once and get their reviews about the crime that happens around them. Also each household should contribute a certain amount to help build a big entrance gate around the area and the salary for the guards around there.About Rm39 million was contributed for the KRT activities each 5 years. This would help the KRT all over the country to pay salary for the people who works to take care the neighbourhood. At the same time,RELA was given RM90 million each 5 years to give training and uniforms for whoever joins RELA.

The public should also be aware of the crimes that happens surround them without the limit of age so that they know how to defend themselves. For that,a special program from the TV broadcasting network should be hosted with the help of police. Also,I suggest the police officers to control illegal activities that is happening in the country. An emergency plusline should be created by the police officers which could straight away connect the nearest police station so that police can make a quick catch up to the victim.

Illegal activities or better known as crime happens due to uneducated/jobless personal in the country. At this time,I request more job oppurtunities will be given to local people. Also best education should be given to the students to make their future much brighter and do not get influenced by criminal activities.I hope that the suggestion from the Ministry of Finance to the Budget of 2013 would be taken considered for the better of Malaysia without crime.
